why capillary not participating in effective stress

  • due capillarity negative pore pressure exist which results in increase in effective stresses hence we can not neglect it

  • effective stress is not about force, it is net force carry by soil . it is total force - pressure taken by pore fluid( pore water p ) - molecular repulsion force + molecular attraction force . last two term are so small hence neglected.
