There is only one key requirement in order to take the toeic test: you are able to communicate effectively in English through reading, listening, speaking and writing. It also costs money, unless it's your employer assessing your skills.
The TOEIC test was designed as a tool to measure a person's who's first language isn't English ability to effectively communicate in English, to see how fluent they are. It's a way for businesses to judge if a person is qualified to become one of their workers, to remain one of their workers, or sometimes if they deserve a promotion or not.
If you want to work in an international corporation, a government agency, or at a company in an English speaking country, you need to prove to them that you have the skills to excel at your job. So if your career goal doesn't require fluency in English, taking the TOEIC test probably isn't right for you. But if you ever did decide on such a job, a TOEIC score is a plus to have on your resume.
